Mix sugar and salt into the water. 2. Gradually add the water to the rice flour while mixing. (If you feels it hard to mix, knead it well without adding more water) 3. Add black sesame seeds and mix well until it forms a cohesive dough, then flatten it. 4. Heat oil in a frying pan, add the dough, cover it, and cook on low heat. 5. When one side of the dough is browned, flip it with a spatula and cook the other side on low heat.
